This guy is from the Command Group and is part number 010110303 in the catalogues. He’s a Jes Goodwin sculpt.
Looks like 1998 as the sculpting date, and I can find him in the 1999 catalogue. He’s meant to have the character backpack sprue 99399999008, but this guy is missing the backpack.
